Statement
A planet favours the persons, places and things it lords over when, at rising, it is large, glossy-rayed, in its natural state, unafflicted (no portentous thunder/meteor/dust/planetary conflict), and posited in its own house, exaltation, or aspected by benefics. Contrary signs make its dependents suffer — wars, panic, disease, drought, internal strife.

Axis Note
The governance→effect engine behind every graha rulership list (XVI): rulership is latent; the planet's state actualizes benefit or harm to what it governs.
