  • The Vedic-chart procedure (subtract the Ayanamsha to convert a Tropical chart to a Vedic one) is the direct operational consequence of the sidereal-vs-tropical position: because Vedic astrology uses the SIDEREAL zodiac (signs = 30° sections of the actual fixed stars, precession tracked) while Western astrology uses the TROPICAL zodiac (0° Aries = vernal equinox), the two differ by exactly the Ayanamsha, and the conversion procedure follows from that doctrine. The calculation is derived from the zodiac-choice rule.
  • Frawley's galactic-center orientation is an interpretation OF the sidereal zodiac specifically: only the sidereal zodiac (fixed-star-based, precession-tracked) keeps a stable relation to the galactic center in early Sagittarius / nakshatra Mula; the tropical (equinox-based) zodiac drifts off the stars and cannot anchor to the galactic center. The orientation rule presupposes and is derived from the sidereal-zodiac position (it is the 'Cosmic astrology' pole of the sidereal/tropical distinction).

Statement
Two distinct zodiacs exist. The TROPICAL zodiac (used by most Western astrologers) fixes 0° Aries at the vernal equinox (Earth–Sun relationship, "Solar astrology"); it does not track the precession, so its signs no longer coincide with the fixed stars (Tropical Aries ≈ fixed-star early Pisces today). The SIDEREAL zodiac (used by Vedic astrology and Western Sidereal astrology) keeps its signs identical with a 30° section of the actual fixed stars, calculating the precession in ("Cosmic astrology"). The two coincided ~2000 years ago and drift apart ~50″/year. Frawley's position: the Sidereal is "probably the original zodiac historically … the observable zodiac", from which the abstract Tropical derived; Vedic astrology considers the Sidereal more important. He holds neither is simply "wrong" — "Both are using different measurements, though they employ the same language" — but he argues for the sidereal and (citing Edgar Cayce) expects it to prevail.

Conditions
to convert a Western Tropical chart to a Vedic chart, subtract the Ayanamsha from all planetary and sign positions (see cal-vedic-chart-calculation)
Notes
Frawley's stance is a MODERN argument — captured here, NOT adjudicated (per Principle 11). The divergence is between two coordinate systems (axis: measurement), modelled inside this one rule via school_positions per schema §4.1; no contradicts edge is minted (no downstream edge depends on one position alone). Surfaced as a question.
