The science-of-time doctrine is the conceptual parent of the breath↔time node (pra-time-as-divine-breath): if time is the Divine breath and the planets channel it, then the human breath (prana) is the inner pulse of cosmic time. Frawley does not derive the physiology, but this doctrine is the bridge from cosmic time to bodily breath. See cross-reference to tmp-prana and the question on Q38.

    Frawley's science-of-time doctrine is presented under, and grounded in, the Atharva Veda Hymn to Time (XIX.23.1-4) quoted as its epigraph at book p.23 — Time as a seven-rayed horse, the seers' mount, the first of the Gods. The doctrine derives its scriptural authority from this located root hymn, Frawley the conduit.

Statement
Time is the original power that rules the universe; "the world is time", and each moment of time has a certain quality. The planets are the Gods/Lords of time and therefore the Lords of karma (destiny): they direct the energy of time through the solar system. Each moment's events share its quality (the synchronicity/karma of the moment) — hence the moment of birth reveals the quality of a life "just as the nature of a tree can be read in the seed". The planets determine the energy and quality of the time-phases we live in, and show past, future and trends of all time. To read the chart is to read the book of time, which is the book of the stars.

Caveats
Frawley layers modern physics onto it ("time is … a force field, a dimension which possesses a certain texture … determined by the gravity of the objects within it") and esoteric cosmology (great time-cycles tied to planetary conjunctions and the Sun's orbit around the galactic center). The 'graha = demon/ what possesses' etymology (book p.29) frames the planets' binding aspect.
